I am unable to access tags from data archive in Pi Vision. So can i know what could be the reason behind this problem and how it can be solved.
Do you have permission to PI Server and PI Vision?
Is the PI Server added (PI Vision admin page) and indexed (by Web API)?
Are the Web API windows services are running?

Yes i have permission to Pi Server and Pi Vision. The pi server is added and indexed and the web API windows services are also running fine. Inspite of this we are facing this problem.
If you are unable to search tags in PI Vision, one reason could be because you didn't add the appropriate mappings to the tags in the PI Data Archive. You have to add mappings for the end user in order for the tags to be searchable by the end user.
Please check the below things and confirm,
-Check whether the user authenticating in PI Vision has a valid mapping on the PI Data Archive
-Check whether that particular user is mapped to all the PI Points.
-Try searching PI Point directly from PI Web API as below,

Are you able to see the "PI Data Archive" server in the PI System pane? If you have access to PI Vision Administration page (https://<PIVISIONSERVER>/pivision/admin ), check the status of the "Data Servers Allowed" and "Asset Servers/Databases Allowed" section. If the Data Archive Server that you are looking for is not allowed, please allow it.
If the above checks are done, can you check if there are any errors seen in your PI Vision displays? The errors are on the right-top of the PI Vision displays. That will give us some idea.
I have checked everything but still I'm not able to access from user id but I'm able to access from administrator id.Can you tell me why is this happening and also provide me with a solution to solve this.

Please check below steps :
Step 1 : Check App Pool permissions in PI Vision i.e. Application pool settings in IIS for PI Vision website (if it is a Sevice account then step 3)
Step 2: PI Web API service logon (NT Service or Service account)
Step 3: Check if required settings applied to for service acccount especially SPN. Please follow procedure in admin guide setting SPN at Domain level. This is required if there is any change in the URL of PI Vision.

Step 4: Check If all configuration items like PI Data Achive, Asset Framework and PI Web API are showing index and connnected in PI Vision admin page when you login with the account other than administrator.

Always recommend to check PIVision and PI Web API logs on the server to identify if there is an issue with security i.e. insufficient privileges.
Can you please confirm whether you have added the user account to PIPOINT database in SMT, if not request you to navigate Security-->database Security-->PIPOINT in PI SMT and add the user id which you want to access the PI Vision.
