Does PI DataLink (not legacy) use PI SDK?

By default, the PI DataLink install kit does not install PI DataLink (Legacy) but always installs PI SDK and PI DataLink (not legacy). This makes me think that PI DataLink (not legacy) uses PI SDK. Does it?

 

If PI DataLink (not legacy) does use PI SDK, then what does it use it for, and why can't this be switched over to PI AF SDK or baked directly into PI DataLink (not legacy)?

 

If PI DataLink (not legacy) does not use PI SDK, then why is PI SDK always installed by default?
