We are looking to collect data from external devices as feed them into Pi, is there a out of the box connect I can use to stream data off of event hubs?
I solved this by simply creating a new EventProcessHost to listen to my EventHubs and using the PI AF SDK I just inserted new values.
I don't think there is a complete out-of-box solution but there is the UFL Connector that listens to REST web service endpoints. You would need to write some code to gather the data, format and send it to the UFL connector. Here are some links you may be interested in along with some starter code:

Could you bind an Azure Function to an Event Hub and use the function to push data into PI? Optionally, I think you could push the Event Hub into an Azure Storage Queue and use Web Jobs to process the data and push it into PI.
Here is an excellent video on Azure App Services from PluralSight. It explains the specific components of Azure App Services, I think you could piece some of these together to get what you want.
