Actually yes, as I am certain you know
CSS3 sounds to offer promising features and I think we may argue about the learning curve required to use such frameworks, as well as the time you need to pass to change a little thing in the framework opposed to doing it yourself.
Could it be simpler and more flexible at the end to do it yourself? Once you have the proper base of course...

I voted "make my own" although I quite like the W3 schools CSS library for when I need some quick basic styling
