You might also find this Microsoft forum discussion helpful: SharePoint 2007 changes links with targets. Pound sign (#) is changed to percent23 (%23). This is with the Link to a D… . Would any of the suggested workarounds apply to your use case?
Thanks Daphne, the trick of using a "?" chacarter just before the "#" in url address works fine for me. And it does work in SharePoint Performance Points too.
