As explained in the PI-API manual - The entry PIHOME defines the base directory under which PI-API programs are usually installed. An additional entry (PIPCSHARE) for a network directory may be defined to indicate where a shared pilogin.ini file will reside. If you use this entry it will override the setting for PIHOME when the PI API looks for the pilogin.ini file. However, the log file, pipc.log, will still be located in the dat subdirectory of the directory identified by PIHOME.

And in the case where I have SDK 32 bit installed at D:\Program Files (x86)\PIPC, and SDK 64 Bit installed at D:\Program Files\PIPC, on a 64 Bit machine, are these settings right to you?:
PIPCSHARE=D:\Program Files (x86)\PIPC
You should have a:
PIHOME=D:\Program Files (x86)\pipc
PIPCSHARE is for a network directory to define to indicate where a shared pilogin.ini is located.
