I see that you are not associated with any site on your TechSupport Account.
After signing into https://techsupport.osisoft.com/ visit "My Support"
From there you should visit "My Products"
You should then see the following:
Click on Add Site, and proceed to fill in your details.

Once your request has been received and processed, you will be able to access all downloads.
