Does the interface service account have access to the performance counter? (run perfmon.exe using the interface service account and try to load the same performance counter)
I recommend taking a look into the interface logs for further clues.

I've experienced similar chraches with PI Perfmon after creating certain tags that where not supported in earlier versions of PI Perfmon. After upgrading to newest version it worked.
Did you create the tags from SMT using "IT Points->Performance Counters" (and selected correct interface)? If not, please verify that the tags have correct point source and location codes for your interface
Location 1 = Interface ID
Location 4 = Scan class

If you are trying to read performance counters from a remote server, it's usually one or both below:
- Firewall (windows firewall not allowing remote performance monitoring)
- Access (the service account running PI PerfMon don't have access to read performance counters)
