What are you wanting to do? If you need that dialog, you will have to use the SDK. There are other ways to manage the connections without using the dialog, but if you need that dialog, you will have to reference that .dll. You might want to look at the AF SDK features on managing the know servers table.

I want to show the PI Connection Manager dialog box to the user from the code.
But I don't want to use the PISDKDlg.dll in the solution. Is it possible using any other dlls like PISDK.Controls or any other?
We recommend against targeting PI SDK with recent application development projects. Please see Deprecating the PI SDK
Generally, if a function, method or object is exposed by a library, one need to reference that library.

I haven't tried it myself, but it looks like AFOperations.ShowPIServers might be what you're looking for. See %pihome%\help\AFUIRef.chm for more information.
Edit: we'll have to wait for the AF 2.8 release to use the connection dialogs: AF PIPointTagSearchPage Control
It would help if you can explain why you need this.
