Thanks for the links. They were very helpful. I've bookmarked them as I'm sure I'll be referring to them again.
I went through all the system information and everything appeared to be OK. There were some settings that I could not access due to our IT security policies though.
As I was editing the PI Web API Configuration AF database at the time of the power outage, I thought that the DB may have been corrupted somehow. I noticed that when I changed the Authentication Type attribute it would not pick up the edit and require a Check In. So I deleted the AF database and recreated a new one using the Pi Web API Admin utility. I then restarted the API and bam! It started working again! I'm back in business
