Is there a parameter that is required for getting time stamps to round during DST?

 

When I request archive data via the web service that spans daylight savings time, the data time stamps get returned in milliseconds. If it does not span DST the time stamps are okay. I am requesting it in UTC. Is there a reason it is getting returned in milliseconds?
