I assume are referring to using the Tag Creation option of the PI Point Data Reference, is that correct?
If so, are these regular PI Point attributes or are they mapped to outputs of analyses? For the former, a user would need to run the Create or Update PI Point method to create the tags so the ability to create the tags would be dependent on the users permissions on the Data Archive server. For the latter, the PI Analysis Service will attempt to create the tags when the new element, which is based on the template, is checked in so it is dependent on the permissions granted to the Analysis Service. Can you please clarify your situation further so that we may provide proper guidance to you? Please let us know.

Unfortunately, there isn't a way to define a particular number of tags that a user or service is allowed create. It's really either a yes or no proposition that is controlled by permissions on the Data Archive Server. If you don't want a user to be able to create tags then you will have to map their credentials to an Identity on the Data Archive server that does not have write access to the PI Point database.
For the Analysis Service you could do the same thing, but this would mean that newly created points would not have write access to data security by default for the service so it would not be able to write new values to the tags unless the data security was changed on a tag-by-tag basis. An alternative option is to uncheck the "Default to Auto Create PI Points for Template" option under the Analysis Service configuration so that the "pointtype=" piece is not added to the attribute configuration string and the Tag Creation check box is not checked for analysis outputs by default. This way the service will not be able to create tags when the new elements are checked in. Note that this behavior will only effect new templates created after the configuration change, but not existing templates where tag creation is already enabled. Also, note that this setting is saved in the registry on a per user and per machine basis (under HK_Users..) so it would need to be set up for all users you don't want enabling tag creation. An easier method might be to restrict who can create/edit analysis templates on the AF Server.
