Please there is a system which are not able to read data from PI, but it can read only CFX or TXT file. how can i make PI to create file in this formats?
Do you have access to the Datalink add-in within MS Excel?
This utility will allow you to export PI data as an .xml file. From there you should be able to save it as a .csv file.

I think Tyler nailed this. The only thing I'd like to add is that if you need specifically .txt (not necessarily .csv) this can be done as well. More specifically, you can use PI DataLink to calculate hourly averages for the previous day. See the screenshot below:
Once you have your hourly averages as desired, you can save the spreadsheet as tab-delimited .txt file.
Now you have a txt file with just the timestamps and values:
