VS2003 can only build .NET framework 1.1 apps. This is a Microsoft limitation. Here are just a couple links to back up the statement

Thanks Chris, there's no doubt VS2003 is tied with .NET framework 1.1 but it's not what I'm asking for.
My question is, Is there an AF dll that can be used with the .NET framework 1.1?
Ah, ok. No, there is not an AFSDK that is capable of being used with .NET framework 1.1. AFSDK uses WCF to communicate to the AF Service which is only available in .NET 2.0. In addition, there are changes to .NET DateTime in .NET 2.0 that AF makes specific use of. Unfortunately, the .NET CLR cannot load both 1.1 and 2.0 versions into the same process.
