Dynamic population of EF start time based on event trigger

I apologize if this has been answered and I missed it.

Does the CTP version of EF contain a construct that allows for "triggering" an EF instantiation and dynamically setting it's start time and stop time based on discrete or calculated events from PI Points? The obvious application is that of dynamically creating the sub-batch, operation, phases, etc from S88; however, I'm looking at this more from the standpoint of triggering a downtime event when a machine state is idle for too long and the event needs to be dealt with in an OEE calculation.

It appears that this is programmatically possible via the AF SDK, but does the functionality exist via System Explorer?
