In addition to the great resources Roberta mentioned, I also wanted to direct you to our free online video courses right here on PI Square over at Learn PI
These courses are each geared for different topics (eg. Administration vs Visualization vs Development), and focus on a ground-up approach to learning the relevant portion of the PI System.
You mention working with the PI Web API, so definitely check out the Programming in PI Web API Discussion Forum course
As for the IT-side of things, this scope can vary company-to-company, but our other courses Configuring a Simple PI System Discussion Forum and Building Asset Hierarchies with PI AF Discussion Forum should be good places to start -> they'll walk you through PI architecture, data flow, terminology, and administration of the PI Data Archive and the Asset Framework (the two core components of the PI Server).
