Minimum permissions for a system account running the PI-SDK/PI-OLEDB on Windows 2008 R2 server?

We are getting ready to deploy web services that query PI using the PI-SDK and PI-OLEDB, but have run into the error message:




PI-SDK Unable to access SCM manager 5.




We did all of our development and testing on Windows 7 and hosted our web service on IIS with no issues.  However, IIS was running with the permissions of an Admin user, so the SDK and OLEDB had no permissions issues.  Now that we are moving to production, we are deploying on Windows Server 20098 R2, and have installed the SDK and OLEDB.  We can run the SDK tools successfully as an Admin user, and when we run IIS as a privileged user, we can access PI with no errors.  But when we try to lock down the box by using a restricted system account to execute IIS, we get PI SDK errors.




Does anyone know what the minimum permissions for a system account are that will allow the SDK and OLEDB providers to work without errors?
