I don't believe the formatting is the cause of your issue, though it is interesting that the format is different between two identical versions of PI System Explorer. I'm assuming Pre-Prod and Prod are in different domains? Are the contacts located in both DC if they are on different domains? Are they configured the same? Are the domains trusted or untrusted?
If they are in the same domain, are there more than 1 DC.
For the import issue, contacts are not exported with the Notification Rules or Notification Rule templates. You will need to use AFExport to export them. See David's answer on this post:

Both Prod and PrePRod (and Test) environment are placed in the same domain.
I beleive there are more than one DC, but our Test environment is also placed in the same environment, and we don't see any differences between Prod and Test.
There are no contacts defined in AF. They are all looked up throug the AD, and we don't want to have them defined inside AF as this leads to more maintenance.
I guess the AFExport example you are reffering to will created the contacts in AF, right?
It turned out that the link to the other case solved the problem, so you were right:-)
