Custom Data Archive Retrieval

I have the following data from 5/23/2017 3:07:30 PM – 5/23/2017 6:23:02 PM with boundary type “outside”. There are two rows with value “Blue” at 5/23/2017 3:36:55 PM and 5/23/2017 4:23:02 PM.

When I requested data from 5/23/2017 4:23:03 PM – 5/23/2017 6:23:02 PM, here is what I received:

Noticed that there is only one blue instead of two earlier. I am aware that this is the expected behavior however it does not meet our requirement. The requirement should return the same result + the first row when value changed from ‘None’ to ‘Blue’ in this example. Thus, the expected result is

Any way to achieve this using PI AF Analysis, PI AF SDK or something else?
