OPCInt PIPC.log not getting messages

I have a number of OPC DA interfaces that are not logging startup and point edit message to the PIPC.log file.  This is the only message logged when the interface is started.

Here is the bat file used by the interface.  I have gone back in the history of old PIPC.Log files and there were more messages logged at one point with the same bat file.

What am I missing?  Thanks
