I have install new PI server. I'm planning to install the PI server at drive C and then the data archive at drive D. how do I configure the data archive to Drive D ?

Overall, I think you may have confused the terminology. The phrase PI Server encapsulates both of our technologies: Asset Framework (AF) Server and PI Data Archive. The PI Data Archive stores your operation data in real-time while the AF Server organizes your data into assets. It is OSIsoft's recommendation that you keep the AF Server and PI Data Archives on separate machines.
That being said, it is more than likely that you meant to separate the difference components of the PI Data Archive. Typically, the system folders and assembly files would be stored on the C drive while the Archives (the files that contain your data) is stored on a separate drive (like the D Drive). This is configured during the installation process or can be configured post installation.
During the installation process, you'll get a screen that will ask you for the locations of the various files and systems:
