I want to automatically stop all the active event frames before restart of PI analysis service, could you please suggest if there is any way this can be achieved?
I want to make sure I understand you question correctly - you're looking to close Event Frames when the analysis service restarts rather than when the trigger for the event would normally close them? To the best of my knowledge this isn't possible, Event frames created by the Analysis service are based on their configured triggers and cannot be prematurely closed. The closest workaround I can think for you would be to add a close trigger on the notification which monitors a performance counter of the Analysis Service and use that to determine when the Analysis service is restarted.
Could you please explain your use case for this? I'm struggling to see the need and perhaps we can find a better solution.

We are facing issue with active event frames after analysis service restart. After analysis service restart the active event frames do not close even after end trigger becomes true. After end trigger condition if start trigger becomes true then it opens new event frame and the previous active event remain as it is so for one element there exists two event frames. To avoid this issue we want to close the active event frames before analysis service restart. We can use end trigger condition to close the active events but I am not able to find out the tag/metthod which can indicate service is about to restart.

Ah now I understand. This sounds like something more complex than can be resolved over PI Square. I would recommend calling into our Tech Support Line and seeing if a remote session could better elucidate the underlying issue. My guess is that you may be hitting a known issue that was resolved in a later version of the Analysis Service as I know there was a Work Item (108943) for this exact issue at one time. What version of the Analysis Service are you running?
