bitmask comparison

I read a 16 bits value and and i want to compare if the value is equal to 4.

I supposed than my bitmask is 0b0000000000000100.

 

If i put this bitmask , the result should be 1 if the value is 4 otherwise 0.

 

How can i have the result 0 with this bitmas when the value = 4.
