Taking a quick look at our documentation for installing PI Notifications in a Failover Cluster
"In the Name field, type a unique name to identify the cluster role for PI Notifications Service. The name can be no longer than 15 characters and must be unique within the network. For example, you might type NotifCluster.
Later, you use this name to configure the PI AF configuration database."
So the name you select doesn't necessarily need to be the name of the windows failover cluster it would appear. As for your second question, again reference the documentation linked above, since the the name must be unique to the network, you cannot configure notifications and the analysis service to use the same client access point.
Also please note the replicated registry settings that need to be configured for the Analysis service when creating failover for the Analysis service.
