Issue with LoggerNet Interface and AFValue time stamps

This is more of an inconvenience than an actual problem but here it goes:  The left column is the actual AFValue time stamp.  The right column is that time stamp in UTC Seconds.  All values are inserted into the database at exact 15 minute intervals but every 3rd value is off by the tiniest of fractions of a second.  But that tiniest of factions of a second is enough to throw off queries and calculations.  For instance, if I try to retrieve all values between 00:00:00 and 11:00:00, including both ends, it will give me everything from 00:00:00 to 10:45:00 because that 11:00:00 value is actually time stamped for something like 11:00:00.0002 and outside the range of the query.  So, besides just adding a second to all my queries and calculations, is there a way to fix that time discrepancy?

I should note that I'm using the LoggerNet Interface to push data into a database from a weather monitoring station.
