I would check to see if the ACE failover tags exist. My guess is PIACENetScheduler.exe does not have permission to create the failover sync tags.
The thing is I do not have a redundant ACE scheduler or at least I don't want a redundant ACE scheduler.
I think ACE will by default create these tags even if you don't have or want redundant ACE schedulers. I would like for a message within the ACE server message logs to see why it isn't working. I don't know how ACE internally handles these status tags; however, if it can't find them, it might just assume the service is "primary".
The message you are referring to should not affect your ACE calculation. If your ACE calculation isn't working there is something else causing the issue. As Dan Fishman suggested, I think the next step is to consult the SDK logs on the machine where ACE is running for more information on what the issue may be.

Everyone thanks a bunch for your help. What ended up being the resolution was the account the ACE scheduler was setup to use (System Account) did not have the needed access rights. Once I changed the username for the service with one that had rights everything worked without a hitch.
Now I have another question about ACE but at least I have it working.
