Are the OPC client and the OPC server on different machines? It sounds like a firewall may be blocking some ports required for OPC connections and preventing an Advise callback to the client.

There is no firewall configured on both the side.
Firewall is disabled.

We have commonly seen this error in support specifically with DeltaV servers. Usually, this is due to the OPC client using a different OPC protocol version than the server. For the PI OPC Client Tool, try changing the protocol version to v2.05a (when adding the group) and see if that helps with the issue:
Also, to clarify, are you only running into this issue with the PI OPC Client Tool? If you have PI Points configured to read from this OPC tag using the PI Interface for OPC DA and it is also having similar issues, you can change the interface protocol version using the /vn switch.
Yes this is DeltaV server.
I tried changing the DA version from client tool, that dint help.
I have some tags configured in PI, i will try changing the interface protocol, but i do started the interface interactively, still no luck.
