Depending upon the size of your system, there are different options based on my experience.
If the system will allow it, you can use PI-SMT or PI Datalink to search for tags based on the creation date, so, select any tags created since the date you provide.
On larger systems, that sometimes times out, so... if PI Audit is installed and auditing is enabled on the PIPoint database, you can use the PI Audit tool to search for tags. I've always used the tool from the PI server itself; I don't even know if there is an option to use it anything other than the PI server.
This should work. I'm currently trying to search by creation date greater than or equal to March 1st 2018 at midnight. I'm using the following syntax but I am getting an invalid date error: PIpoint.CreationDate >= '03/01/2018 00:00:00'

it is also possible with a PI OLEDB. I haven't pi oledb available at the moment, but it should be something like this: Select * from PIPoint order by CreationDate
