I would recommend checking out the Setup Custom Security on PI Points video on our youtube learning channel which goes through a good demo of setting up a configuration like you requested.
your questions can be understood in two ways:
(a) how to provide access for a certain group of users to read (but not write) PI point configurations?
(b) which tool can be used to access PI point tag configurations?
(a) I am assuming that you use Windows-based security (WIS) to control the permissions for your users.
Per default, the PIWorld identity in PI Data Archive has read access to PI point configuration data. Any Windows user, who has access to the PI Data Archive, will also have the permissions of PIWorld. So unless you have explicitly disabled the PIWorld identity or have removed permissions for the PIWorld Identity on intention, the default is that there is a read permission on point configuration data.
(b) The preferred tool is PI Builder, which is an add-on into MS Excel. In the PI Builder ribbon is a function group "Retrieve", select "Find PI Points" from the PI Points icon. After you have specified the name pattern for your tags and got the points listed, select the attributes you are interested in from "Select Object types and Column Headers" and click on OK to get the data.
