Is there a way to fast track buffering from a remote PI OPC system to PI server for which the outage of communication link between servers had lasted for 3-4 days ?
What do you mean by "fast track"? With most OPC connections, if the interface stayed operational while the interface and server were disconnected, then it should buffer the data (that's assuming you have buffering setup and enough disk space to store the buffered data). When the interface and server are reconnected then the buffered data will be sent to the PI server. I'm not sure if you can "throttle" the buffered data into the PI server but unless you have lots of data then it should upload in a couple of hours maximum. I lost our connection between an OPC server and the PI server for a month, and our data was uploaded in a couple of hours (8000 tags, average of 5 seconds updates).

When I meant fast track, I remembered when we lost connection to our remote PI OPC system due to communication issue; when the network was restored after 3 days and it was very slow to come to real time. We have over 4401 tags from the remote system The Buffering took days to restore can you share your buffering settings on the remote system.?
What version of the PI Buffer Subsystem are you running? (Control Panel > Programs and Features)
Which version of the PI Buffer Subsystem are you running? We had a known issue in version 18.104.22.168 in which auto-tuning inadvertently affected the buffer to send data at a very slow rate. Please see this product alert;
If you are not running the affected version, could you show two consecutive outputs of pibufss -qs ? You can launch this console application from the adm folder in %pihome%.
