When i configured " Notification rule" in PSE, I got this issue ( picture below). I tried to fix it and failed. So, please help me solve this issue.

It seems like the issue is with the SMTP server if so I would recommend you to contact your IT department.
I believe the issue is accessing the gmail SMTP server. You need to authenticate with the gmail smtp server using your gmail account and password (ref: Send email from a printer, scanner, or app - G Suite Administrator Help ).
Typically customers will set this up by using the SMTP E-Mail feature inside IIS. You can point to the gmail smtp server and specify your credentials there.
