Issue is related to user id you are using in OPC DA interface and DCOM settings. Request you to enable DCOM permission for the remote access and local permissions on the OS as per DCOM security guide.
DCOM Security and Configuration
Based on your screen shots, it looks like your OPC client can connect but the PI interface cannot. What user is the PI interface service running as? If it is not the same as the interactive user, it may be an issue with security for the user that the interface is running as.
As Steve Suggested, Request you to launch ICU shift+Right Click (Run as - User id ) and check you are able to see OPC server in the list.
As the others mentioned, this is most likely due to missing DCOM configurations. Configuring DCOM can be tricky, I'd recommend reviewing our documentation:
One additional note, I've seen some OPC Servers only accept 1 client connection at a time. Was your OPC Client connected at the same time you tried to start the interface? If it was, I would recommend disconnecting the client and restarting the interface.
