"RPC is non existent errors" typically indicate one of the required services isn't started. Can you check that the PI Buffer Subsystem service is started? You can do this by launching services.msc from the start menu. Let me know what you find.

As @Jason Johl suggested check if services are running.
Request you to check below steps
1) Using trust based authentication with PI system from Interface node then request you to check API trusts and security.
2) Using different user id to launch PI ICU then check if ID has permissions to PI Data archive
3) Open Buffer Manager from PI SDK and check if SDK buffering is enabled on the system.
