The first timestamp you have circled is not controlled by any format settings. It is the default representation of a time provided by .NET on your client machine. It is showing when you clicked the send button based on your local clock. The second one is controlled by the TimeFormat option in the KB linked by Sebastien. Note that if you have set a custom time format, HH is hours on a 24-hour clock and hh is hours on a 12-hour clock.
