Im having problem in Adding identities on PI AF in a Element.
The new identity is disabled.
My Account is all administrator group on the database side
What did i missed here?

It seems like an permission issue only.
You should have admin permission at AF Server level to manage the AF security.
Are you running the PI System Explorer with the proper user? Why I am asking this question is, you are showing an account called "pisvr.service" with all permissions. If you are login (Machine logon) with your account say "Roy" and running PI System explorer will takes your "Roy" account instead of "pisvr.service" account. If so, you have to run the PI System Explorer with "Different user" option from the start and provide the "pisvr.service" accounts credentials to run it.
Request you to run PI System explorer as administrator or ID which has administrator access.
AF Security Reference :
A quick way to determine which PI AF Identities your AD account is linked to, is to look in the connections dialog box.
In PSE: File > Connections
Then look at the AF Server you are connected to, under user you will see your AD account and the corresponding PI AF Identities. For example, in my case Administrators and World:
As the others have mentioned, you need to be linked to a PI AF Identity that has Admin permissions at the server level.
By default the local admin group on the AF Server is linked to the Administrator identities. A quick solution for you could be to remote into the AF Server and run PSE as administrator (right click > run as administrator).
