I have created a PI tag having Eng Unit as " ". but getting '?' in place.

Looks like some issue with the characters from where you have copied. I have copied the same into SMT and able to reproduce the issue where it shows ? meaning unable to recognise. When I copy pasted in text editor it shows only one character which conflicts with ANCII letters.
Request you to use - °C (which has two characters degree and C).
Existing : ℃ (one character)
To Be : °C (two characters)
The 'Eng Units' attribute can be any string. If you don't want anything in it, you can just delete it and save the PI Point configuration.
I have tried reproducing your experience by using PI System Management Tools -> Points -Point Builder to create a new PI Point with blank (" " without quotes) Eng Units. I also tried " " with quotes. Both works well for me.
Can you share what tool you used to create the PI Point?
Because the Descriptor of your tag indicates a steam temperature reading, I would expect the Unit to be "K" for Kelvin or one of the other well known temperature units but not blank. What's the reason you like to set the Unit to blank?
A blank is invisible to users, meaning you should be able accomplish a blank unit by keeping the field empty.
Looking at the description degC makes more sense to the tag than double quotes with space.
Have also created a test tag in 2016 (PI server) without any issue.
I have forgot to type " ℃ " in my Question. i am using Degree Celsius unit for this Tag.
