I am trying to resolve PI Analysis Service_Recalculation Requests Queued = 13 241 count after Windows OS patching
Checking these files might give you an idea about what is getting queued

Log files present under %ProgramData%\OSIsoft\PIAnalysisNotifications\Logs\
If you have recalculation requests queued, then I assume that 'AutoRecalculatoinEnabled' is set.
When the AF service is stopped/started, such as when a computer is patched and restarted, if 'AutoRecalculationEnabled' is set, each of the enabled calculations will be put into the backfill queue.
Since event frames are calculations, they are also included in the back fill queue.
I would suggest trending the backfill value to see how quickly it resolved itself.

One small correction Tim Carmichael, it's AutoBackfillingEnabled that you are describing!
The AutoRecalculationEnabled configuration is linked to the new feature implemented in 2017 R2 that can be used to automatically recalculate analyses that received out of order or late data. This is of course not the same as AutoBackfilling!

AutoBackfillingEnabled iThis property enables or disables automatic backfilling of gaps in data that result from periods when PI Analysis Service is not active. Automatic backfilling is enabled by default. In some cases, it may not be needed (in a test environment, for example). Enter False
to disable this property. If you update this setting, you must restart PI Analysis Service.
When an analysis is resumed after a short downtime, real-time calculations are started and, concurrently, auto-backfilling is also queued, if enabled

Edit configuration : In PI System Explorer --> Management --> Edit Analysis Configuration
Regarding recalculation count : It will be equal to number of analysis running. If you restart multiple times it will be queued again on top of previous pending calculations.
