PI OLEDB Provider Filtered Data

What is the best method to filter data based on a tag criteria?

piinterp and picomp doesn't support filter expression, so I am trying piavg.

Please let me know if there is a better way, basic ideal is i want to plot values when step data INTEGER_TAG goes to 1:

SELECT *

FROM [piarchive]..[piavg]

WHERE tag in('sinusoid','sinusoidu')

     AND time BETWEEN '4/24/19' AND '4/24/19 4:00:00'

     AND timestep = '1m'

     AND filterexpr = '''INTEGER_TAG''=1.00'

     AND filtersampletype = 'interval'

     AND filtersampleinterval = '1s'

     AND value is not null

What is the purpose of filtersampleinterval, and is there any harm leaving it at 1s ?
