Welcome to the community. Ruby is not a commonly used language in the PI Developers Community. As such, it will be tough to find samples in Ruby. With that said, you can still learn about the general methods that are available in PI Web API and formulate the HTTP calls in Ruby. I will list down some resources below.

I want to develop the connector to PI, Can you tell me what exact steps I should follow for same to make it working.
Also do we have any sample user and sample webID to test the web apis.
I can use REST apis, But I need some exact way how I should use web apis of PI. I am really not able to understand this from the docs. Please clarify me on same.
There are a quite a few concepts to master for PI Web API such as WebIds, Batch Controller, Channels, Searching and Filtering. I would advise starting from this course in Section 1: Getting Started and continuing on to the later sections to get a full picture of what PI Web API is about. The course is brand new which means it has been updated to include the latest release of PI Web API which is 2018 SP1.
