How to extract 1-minute average once per hour?

Hello,

 

I am having trouble trying to figure out how to get one-minute average values once an hour. Specifically I'm hoping to extract a one minute average from 18 after the top of the hour each hour (at 09:18, 10:18, 11:18, 12:18, ...).  

 

I'm thinking something like:

 

SELECT time, value FROM piarchive..piavg WHERE tag = 'tag.name' AND time between '2019-01-01T00:00:00' and '2019-06-01T00:00:00' AND timestep = '1m' AND time LIKE '%:58:00'

 

But apparently can't use the LIKE keyword with PI...
