Difference in IO rate for failover interfaces

After a system upgrade, we have reconfigured two interfaces in hot failover, each to a local opc server. Both opc servers are not linked.

The io rate (10min avg) of the primary interface is about three times smaller than the io rate of the backup. When switching primary to backup, it's vice versa. 

 

Is this because the backup keeps two(?) cycles of data (hence the factor three difference)?

We did not see this before on a hot failover, is this a new interpretation of io rate of the latest interface version? Or is there another cause?
