Does all PI queries depend on tag?

No, not all PI SQL Queries are tag centric. PI OLEDB (Classic) Provider offers access to the PI Data Archive. PI OLEDB Enterprise is for access against PI Asset Framework. There is a layer call PI Data Access Server which makes PI OLEDB (Classic) and PI OLEDB Enterprise schema available to PI JDBC Driver and PI ODBC Driver.
If you find this architecture confusing, you may be more interested in the 2nd generation of PI SQL Developer Technologies. There again exists a data access layer called PI SQL Data Access Server (RTQP Engine) which uses a more direct access through AF SDK or even directly to tables in the PIFD database. PI SQL Clients exists for different protocols OLEDB, ODBC and JDBC on Windows plus a PI SQL Client JDBC for Linux.
