The security requirements have been changed from 2017R2 to 2019. In 2019, it's controlled by a local windows group.
Does the running user of the Utility a member of PI Vision Utility Users Group on the source/destination server?
Yes, the user is a member of the local PI Vision Utility Users Group.
It seems that in 2019 version, the web utility has an application service pool inside the IIS web server.
Could you check if the vision utility application pool has access to your SQL Vision server/database?

I changed the Identity to the service account we use for the other application pools which has read access to the PI Vision database and that did the trick.
