I'm unable to find the "ABPI Reactor OEE" in the cloud environment by default. Do i have to create it now or what can i do to resolve this problem?
You'll have to import it manually. The ABPI Example kits are some demo AF databases that we offer that demonstrate how AF can be applied to different industries (there are kits for mineral processing, wind farms, solar plants, etc.). You can find them all here. You can find the Reactor OEE Toolkit here.
Each kit download contains example templates and analyses, a representative PI AF structure, sample reports with demo data, and a user's guide pdf. Follow the instructions in the user guide to import the database.

I’m planning to use the PI Big Tires database for my final project. So I wanted to ask you whether it’ll be fine to use it? Or I’ll have to choose another database?
Given that the PI Big Tires database is used throughout the course with solutions posted throughout, I think you could stand to learn a bit more through using another ABPI kit. If using your own AF database is not an option, my recommendation would be to use the suggested ABPI kit (ABPI Reactor OEE) or another one that piques your interest.
That being said, as long as you're following the project guidelines, you can use whichever you'd like.
