Can you please indicate what you consider as "fault state"? While there is a common answer to your question, you may have a special use case in mind and we don't like to send you into the wrong direction.
Is this about any of the PI Subsystem services not being operational?
Is it that points serviced by a certain point source are not receiving any updates?
Traditionally the MCN Health Monitor package is the answer but these days there is also a PI Connector for PI System Health. Both solutions more or less build on Windows Performance Counters and cover common use cases.
If you use e.g. PI Interface for Windows Performance Monitor to collect information about Windows processes into the PI System, you can do Analysis evaluating the health state, utilize PI Notifications to send automated emails and create PI Vision displays indicating asset health.
I just recognize that the title of your question clearly indicates you are specifically interested in the health of your PI Data Archive Collective. Sorry, I had missed that.
