How can I enable categories option?

It seems to be an issue with the installation.
I assume the identity linked to your user account only has "read" and "read data" access. Please consult with your PI System administrator to check the Security Configuration. E.g. by default users with "World" only have "read" and "read data" permissions.
With more recent versions of PI System Explorer (PSE) there is the ability to check which Identities are linked to a Windows User account.

Also, a different user who has the categories option enabled in his system sees it as disabled on my machine when logged in with his creds.
I assume you both connect against the same AF Database on the same AF Server. Please confirm.
Please check the AF Client version installed on your box and compare it against the version installed on your colleagues machine.
If you are running a later version, please talk to your PI System administrator about which AF Client version you should upgrade to. She / he should also be able to supply you with the corresponding setup kit.
If you have the same version installed as your colleague, please try a repair of the installation.
Is it possible the machine was never rebooted after the first installation? If .NET was upgraded and the machine was not rebooted it could have been the cause...
If you are having admin access on your machine, could you please try launching system explorer as administrator i.e. run as administrator and let us know the outcome.
