How to write a filter expression that removes duplicate values and meet a condition?

I have 2 tags (Tag A and Tag B). I want to find out the count of Tag A when Tag B meets a certain condition, "Open". However, at the same time, I also want to remove the duplicate values in Tag A. 


I tried writing the filter expression as 

prevval('Tag A')<>tagval('TagA') AND ('Tag B') = "Open" 


But it didn't work and I have no data pulled. When I try to separate the two conditions and run it, it works, thus there isn't any issue in the separate expression. However, it seems that using the function AND is not the correct function. Any advice on what should be used instead?
