Is it possinle to change setting for an attibute output of expression calculation? Settings are shown but seems not enabled
Which setting do you want to change?
In particular, the step. Base is 0/false, switching so to step=1/true
You can only change that in PI System Management tools using the Point builder, not using AF.
If you use element templates to create the pi point, you can set the step attribute in the configuration of the PI Point.
A workaround for that is to make a child attribute with a formula that simply takes the value of the parent attribute and outputs it, with the output set to stepped.

Edit: added some more details for clarity.
The original question and screen shot points to an Analysis Data Reference as the output attribute. It is not a PI Point. If you want to change the behavior to Step, Formula DR is one solution.
Having said that, Analysis DR + Formula DR is not a good way to store the output of an analysis. Best practice is to store the output of an analysis to a PI Point for scalability, performance and history.
Now it's interesting to see every one of us overlooked that important detail...
