I know how to use FindEQ in an AF Analysis but I am looking for how to return a timestamp for when a tag value last = a number rather than finding the first time it equaled that value within a given time snapshot.

Simply swap your start and end time for the function so the search (FindEQ is actually a search under the hood) goes backward in time rather than forward in time.

I wish they were all this easy :-). Please be aware that all the FindXX and TimeXX functions are expensive in that they all involve intensive searches and summaries. I would suggest you keep an eye on performance and ensure you're using sensible parameters for this functions.
As an example, doing a yearly TimeEQ every 2 seconds would cause a lot of load on your systems, especially if you have high data density.
