Any idea why Notifications will send an email to me, but not the other person subscribed?
We are both on the same outlook exchange server. Both are work addresses.
There should be a hint in the Notification logs, and if not setting the logger to Trace and reproducing should give us a hint at what's wrong.

Unfortunately, I do not have access to the server.
If you only have an access to a client, you could confirm all of the configuration is good and also see if the test send option works for your colleague. If the configuration is good and the test send works, I think you will need to get access to the server. If the test send doesn't work, there should be an error thrown that should hint to what the cause is.
Just an update, even our tech support can't figure it out, so I abandoned it. I just let it email me then setup rules to forward the notification on. Not ideal, but it works.
If you reach out to OSIsoft Tech Support, they should be able to fix this.
